2 men charged with 2017 Chester homicide

Two men have been arrested and charged with the 2017 shooting death of a 28-year-old man in Chester, authorities said Thursday.

Vernon Jones, 19, and Leroy Spence Jr., 20, both of Chester, were apprehended as fugitives in Baltimore and charged with first-degree murder and related offenses.

The men are accused of gunning down Shaquan Cruz-Chappell on July 21, 2017. Shortly after 7 p.m., police responded to the 2800 block of West Seventh Street and found Cruz-Chappell lying in the street with several gunshot wounds. He was pronounced dead soon afterward.

The investigation leading to the capture of Jones and Spence was conducted by Detective Rhaheem Blanden of the Chester Police Department and Detective Vincent Ficchi of the Delaware County District Attorney's Office Criminal Investigation Division.
